In an authoritarian Japan, Fuse, part of an anti-terrorist police brigade, faces an internal enquiry. On a recent operation he hesitated to kill a female terrorist because of her youth, giving her time to blow herself up. He is then haunted by the event, and deals with the effects of his inaction.
